The people of Africa are a people who dream of a life lived with dignity. The international community was quick to organise an active alliance to combat the recent outbreaks of terrorism; it needs to show the same energy and resolve in fighting AIDS and the poverty that feeds it. Resources

We must remind ourselves again and again of their human rights and bear ourselves with sensitivity and humility as expressed so well by the poet W.B. Yeats: "But I, being poor, have only my dreams; I have spread my dreams under your feet; Tread softly because you tread on my dreams"

AIDS programmes are simply starved of resources.

Conference after conference from UN, World Bank, the G8s, Regional and down to National Governments level continue agreeing on grandiose declarations, expressing alarm, making sympathetic statements, analysing data when we all know that what is required is action and the implementation of practical working solutions that will get down to communities, villages, families and individuals enhancing their Trojan efforts in ways that above all else they for the most part know best themselves and who are entitled to our equal respect. Nelson Mandela said in February of 2002:

"This is a war, it has killed more people than has been the case in all previous wars. We must not continue to be debating, to be arguing, when people are dying"

Total spending on AIDS in Africa, which went largely to prevention, was no more than $150 million a year up to 1999 - no more than the annual budget of a small hospital in Western Europe. Over 10% of this amount was raised in Africa which is in addition to the immeasurable and enormous amount of effort which individuals, families and community themselves are providing on the human, material and emotional levels as they struggle to combat the epidemic. Western nations now actually contribute less to underdeveloped countries than they did in the past.

Global Awareness

APA insists that the time is overdue to respond courageously in those areas where we must make a difference; APA intends to put in place plans to achieve this and is committed to working intensely and lobbying aggressively to ensure the presence of resources to fully back these vital projects
